NEW CARROLLTON, MD (August 12, 2026) – Maryland Department of Housing and Community Development Secretary Jake Day announced the opening of the Fiscal Year 2027 application round for the Catalytic Revitalization Tax Credit program. The Catalytic Revitalization Tax Credit is designed to support revitalization of former government property and responsible redevelopment that meets community needs.
“The Catalytic Revitalization Tax Credit provides important capital to spur large-scale, mixed-use redevelopment of unused government complexes and campuses, transforming them into great places that bring economic growth and opportunity to their community,” said Secretary Day. “The program also supports Governor Moore’s Housing Starts Here Executive Order by promoting affordable housing development on government-owned properties.”
Eligible projects must be a formerly State- or federally-owned college, university, or public school; hospital or mental health care facility; or military facility that is no longer in service. Applicants can apply for a tax credit of up to 20% of total eligible project costs, capped at $15 million. Credits may be claimed each year for the first five years after the project has been put into service or spread among multiple phases. In addition to creating affordable housing, proposed projects should preserve historic properties and meet community needs.
Since the program was created in 2021, three projects have received Catalytic Revitalization Tax Credits, including:
- Redevelopment of the Springfield Hospital Center in Sykesville, a residential and commercial hub in the Piedmont region of Carroll County.
- Redevelopment of Fort Ritchie in Washington County, which closed in 1998, to adapt the existing historic stone buildings to support retail, manufacturing, and infill housing.
- Revitalization of the 14-acre Pikesville Armory campus in Baltimore County to accommodate housing, public recreation and art spaces, retail, as well as an array of intergenerational multidisciplinary community services.
